Trouble uploading image to my About section

I have another question. I'm trying to upload an image to my About Me section. When I click on "Choose File" to upload from my hard drive nothing happens. No box opens to allow me to select and upload a file. I do not store my photos on any photo hosting sites, so entering a url is not possible for me. How can I post a photo to my About Me section?
